The report in 2001 by Ian Kennedym, relating to paediatric cardiac surgery in the Bristol area, highlighted important issues about quality of care. A fundamental priniciple identified within the report makes explicit what patients would consider to be implict in the care they receive; that is: “A patient is entitled to be cared for and by healthcare professionals with relevant and up-to-date skills and expertise.”
