Darrin Baines

Darrin Baines is a British health economist whose work centres on pharmacy practice, drug costs, economic evaluation, health systems and NHS productivity. Over a thirty-year career spanning academic research, public-sector economics and senior industry consultancy, his work has been cited more than 1,500 times, with an h-index of 24 on Google Scholar. Earlier in his career, as a senior lecturer at the University of Birmingham, he was founding director of the MSc in Health Economics and Health Policy. His early research helped establish the ASTRO-PU as a resource-allocation formula for comparing general-practice prescribing costs more fairly across patient populations, and examined prescribing budgets as a means of controlling those costs. He later held professorial appointments in health economics at Coventry University and Bournemouth University, and led the UK side of British Council-supported health-economics partnerships with China and Egypt. He subsequently headed health-economics teams at OPEN Health and Clarivate. His later work focused on decision-analytic modelling, Markov modelling and health-technology assessment, including published work in Value in Health on model verification and Markov-chain robustness. He holds a PhD in Health Economics from the University of Nottingham, an MSc in Health Economics from the University of York and an MSc in Health Care Ethics from the University of Birmingham. He now works independently through Intelligent Parameters, applying AI, formal modelling and validation methods to health-economic analysis.
